CXC Stakeholder Approach

Stakeholder relationship management continues to be one of the Council strategic thrust. During 2014, a CXC stakeholder approach was developed and accepted by the management team.

Stakeholder Software

CXC also engaged the services of a stakeholder management company in Proof of Concept to test its stakeholder solution software. An administrative team comprising ISD, Registrar’s Office and EAS personnel tested the software over a one month period. The PoW was successful and CXC purchased the software. Staff from each division will be trained in using the software in 2015.

During the year under review, the Council engaged stakeholders in a number of ways and actively facilitated stakeholder participation.

Television Programmes

26 February
CXC hosted a live television discussion on the USAID-sponsored Second Chance Programme. The programme was carried live across the Caribbean and generated significant interest. Ms Francis Clarke, Head of the Adult and Continuing Education Unit in St Vincent and the Grenadines and Dr Helena Seaman, CXC/USAID Research Officer, Dominica were panelists on programme along with Dr Didacus Jules, CXC Registrar and Mr David Worrell, Programme Coordinator for the Second Chance programme.

23 April
Another live television programme was hosted with key stakeholders students and teachers being the main target audience. The topic was “Preparing for CXC Examinations: Marking and E-marking.” The panel included a former CSEC Regional Top Awardee from Trinidad and Tobago, Jovelle Lewis; examiner and teacher Jennifer Goddard and Mrs Susan Giles – Senior Assistant Registrar (SAR) Examinations Administration and Security Division and Dr Anthony Haynes – Measurement and Evaluation Officer from CXC.

A third live television programme was hosted on and focused on the New Generation CAPE Subjects. The panelists were Dr Sherma Roberts, a member of the Tourism Panel, Mrs Marcia Brandon, a member of the Entrepreneurship Panel, Mr Robert Cumberbatch, Principal of the Christ Church Foundation School, Barbados and Mr Glenroy Cumberbatch, Acting Registrar of CXC.

CCSLC Workshops 7 and 8 April

CXC and Nelson Thornes publishers in collaboration with the Ministry of Education in Barbados hosted a workshops for CCSLC English and Mathematics teachers.

The workshops were facilitated by Mrs Novelette McLean-Francis, Senior Education Officer responsible for Linguistics in the Ministry of Education, Jamaica, and a published author; and Mrs Grace Smith, a Barbadian educator and one of the authors of the CCSLC Mathematics text.

The two half-day workshops were held on each of the two days at the Media Resources Department Conference room.

Launch of New Generation CAPE Subjects

Between Friday 9 May and Tuesday 20 May, CXC, working with ministries of education in five Participating Countries and key stakeholders launched five New Generation subjects for the Caribbean Advanced Proficiency Examination (CAPE).

The five subjects – Agricultural Science, Entrepreneurship, Performing Arts, Tourism, and Physical Education and Sport were launched in Barbados (Tourism on May 9); Guyana (Agricultural Science on May 12); Trinidad and Tobago (Entrepreneurship on May 15); St Lucia (Performing Arts on May 16); and Jamaica (Physical Education and Sport on May 20).

In each territory, CXC worked closely with critical stakeholders in the field relative to the subject being launched to plan the launch.

Barbados

In Barbados, CXC partnered with the Caribbean Tourism Organisation (CTO) for the launch of Tourism on 9 May at the Accra Beach Hotel. A representative of the CTO, Mrs Bonita Morgan spoke at the event along with Senator Harcourt Husbands, Parliamentary Secretary in the Ministry of Education, Science, Technology and Innovation.

Dr Sherma Roberts, member of the Tourism Panel spoke about the contents of the new syllabus.

Mr Jean Marie Jespe`, Minister of Tourism in French St Martin also gave remarks at the event. Minister Jespe` was leading a delegation of tourism officials from St Martin in Barbados as guests of the CTO. The CTO mounted a display during the event.

Guyana

Agricultural Science was launched in Guyana on 12 May at the Theatre Guild in Georgetown. The major partners for the Agricultural Science launch were the Ministry of Education and the Caribbean Agricultural Research and Development Institute (CARDI). Mr Mr Norman Gibson, Senior Scientist with CARDI in Trinidad and Tobago represented CARDI at the event.

Honourable Leslie Ramsammy, Minister of Agriculture was the featured speaker, while Honourable Priya Manickchand, Minister of Education delivered remarks. Mr Jomo Tobin, Panel Member for CAPE Agricultural Science provided information about the contents of the syllabus.

The ministry of agriculture and the Guyana Manufacturers Association mounted a display of agricultural produce and processed products respectively.

Trinidad and Tobago

In Trinidad, CXC worked with the Chamber of Industry and Commerce and the Ministry of Education for the launch of the Entrepreneurship syllabus on 15 May. The event was hosted at the Chamber’s headquarters at West Mooring.

Ms Catherine Kumar, Chief Executive Officer - Trinidad and Tobago Chamber of Industry and Commerce delivered remarks; Honourable Dr Tim Gopeesingh, Honourable Minister of Education, was the feature speaker; Senator, the Honourable Dr Bhoendradatt Tewarie - Minister of Planning and Sustainable Development delivered remarks; and Mr Dominic Hadeed, Chief Executive Officer - Blue Waters was the guest speaker.

Ms Gaynelle Holdip – Curriculum Coordinator, Ministry of Education spoke about the Entrepreneurship syllabus and the syllabus development process.

St Lucia

St Lucia hosted the launch of Performing Arts at the Sir Arthur Lewis Community College (SALCC) on 16 May. CXC partnered with the Ministry of Education and the Cultural Development Foundation (CDF) for the event.

Mrs Jane King-Hyppolite, Dean – Division of Arts, Sciences, and General Studies at the SALCC was the feature speaker. Deputy Permanent Secretary Ms Marietta Edwards spoke on behalf of Dr, the Honourable Robert Lewis, Minister of Education, Human Resource Development and Labour.

Mr Raul Gibbons, a member of the Performing Arts Panel spoke passionately about the syllabus and the state of the arts generally in the region.
Mr Glenroy Cumberbatch, Acting Registrar spoke at the four events on CXC’s behalf.

Jamaica

Physical Education and Sport was launched in Jamaica on 20 May at the Knutsford Court Hotel. CXC partnered with the Ministry of Education and five tertiary institutions which offer Physical Education and Sport at the tertiary level.

Honourable Rev. Ronald Thwaites, Minister of Education delivered the feature address, while Honourable Natalie Neita Headley, Minister in the Prime Minister’s Office with responsibility for Sports gave remarks.

Ms Carole Beckford, a member of the PE and S Panel praised the CXC syllabus development process and spoke about the contents of the syllabus. Dr Carol Granston, Acting Pro Registrar of CXC gave remarks on behalf of CXC.

The speeches at all five events were punctuated with performances of varying nature including gymnastics, dance, drama, singing and live art.

Strategic Plan Stakeholder Consultation

The Finance and Administrative Committee (FAC) advised that there should be additional stakeholder consultation on the new Strategic Plan. The engagement was spearheaded by PICS and CSBD. It included the dissemination of a summary of the Strategic Plan, followed by a survey questionnaire, and culminated with two focus group sessions with selected stakeholders. One of the focus group consultation was held in Barbados on 31 July and the second was held in Jamaica on 4 September.

Release of May/June Results

The annual release of May/June results was hosted in St Vincent and the Grenadines on 18 August at the Peace Memorial Hall, Kingstown. Working with the Ministry of Education, all high school and secondary school principals, Chief and Assistant Chief Examiners, teachers union executive, former Local Registrars and education officers were invited to the event.

Dr, the Honourable Ralph Gonsalves, Prime Minister of St Vincent and the Grenadines delivered the feature address. Honourable Girlyn Miguel, Minister of Education gave an address and Mr Glenroy Cumberbatch, Acting Registrar gave remarks.

Dr Charles Mayenga, Senior Assistant Registrar – Examinations Development and Production Division presented the results, while Mrs Susan Giles, Senior Assistant Registrar – Examinations Administration and Security spoke about examinations administration issues.

The event was streamed live on the Internet, carried live on radio and television in St Vincent and the Grenadines and live on CMC Caribvision channels throughout the Caribbean.

Stakeholder Events in Trinidad and Tobago

CXC, working in collaboration with the Students Support Services Division at the Ministry of Education in Trinidad and Tobago hosted two stakeholder events in Trinidad and Tobago on 25 and 26 September. A seminar for guidance counsellors from Grenada, Guyana, Trinidad and Tobago and Suriname was hosted at the Learning Resource Centre on Thursday 25 September. Two counsellors each from Grenada and Guyana and one from Suriname joined their Trinidad and Tobago counterparts for the one-day event.

The seminar was facilitated by Mrs Susan Giles, Senior Assistant Registrar – Examinations Administration and Security; Dr Charles Mayenga, Senior Assistant Registrar – Examinations Development and Production Division; and Mr Cleveland Sam – Assistant Registrar Public Information and Customer Services.

On Friday 26 September a Students’ Forum was hosted for students from Trinidad and Tobago at the same venue. The event featured a presentation by the CXC team and very lively interaction between the students, their teachers, Students Support Services officers and CXC.

Visual Arts Exhibition

The 2014 Visual Arts Exhibition was hosted by Anguilla from April 28-30 at the Rodney MacArthur Rey Auditorium, The Valley, Anguilla.

The exhibition opened on Sunday 27 April at 4:30 pm with a brief ceremony and cocktail reception. At the ceremony, Honourable Jerome Roberts, Minister of Education in Anguilla delivered the feature address. Minister Roberts, along with Mrs Navene Mairyshaw, Head of the Visual Arts Department at the Albena Lake Hodge Comprehensive School cut the ribbon to declare the exhibition officially open.

Ms Colleen Horsford, CXC Local Registrar in Anguilla and Mr Cleveland Sam, Assistant Registrar – Public Information and Customer Services at CXC gave remarks at the ceremony.

The Visual Arts exhibition opened to the public from Monday 28 to Wednesday 30 April, from 9:00 am to 5:00 pm daily.

Over the three days, hundreds of visitors, mainly secondary and primary schools students visited the exhibition.
