CXC/USAID STRENGTHENING SECOND CHANCE EDUCATION PROGRAMMEThe Caribbean Examinations Council® (CXC) in association with the United States Agency for International Development (USAID) launched the Strengthening Second Chance Education Programme (SSCEP) in October 2012. The goal of the programme is to build sustainable pathways to provide at risk youth with opportunities to access programmes that would lead to the development of life skills, training/re-training for the world of work, portable certification and a continuing education platform for future development. The SSCEP, now at the end of its second year, has supported the successful implementation of the Caribbean Certificate of Secondary Level Competence (CCSLC®) at Second Chance Institutions (SCIs) in Dominica, Grenada, Guyana, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines and Trinidad and Tobago and the Caribbean Vocational Qualification (CVQ®) at SCIs in Barbados and St Vincent and the Grenadines. During the period October 2013 and September 2014 the following activities were completed: 1. Selection and approval of SCIs in Guyana and Trinidad and Tobago.
2. The Programme Management Office (PMO) hosted stakeholder sensitisation meetings in Guyana and Trinidad and Tobago. 3. The Quality Officers completed gap analyses for SCIs in Antigua and Barbuda, St Kitts and Nevis and Trinidad and Tobago. 4. The Lead Quality Officer completed Quality Management Systems (QMS) workshops in Trinidad and Tobago and St Kitts and Nevis. 5. The Syllabus Officer completed a series of Competency Based Education Training and Assessment (CBETA) workshops in Antigua and Barbuda, St Kitts and Nevis, Trinidad and Tobago and Guyana. 6. Training in Online Registration System (ORS) was conducted for SCIs in Antigua and Barbuda, Dominica, Grenada, Guyana, St Lucia and Trinidad and Tobago. 7. Under the SSCEP, all at-risk students enrolled in CCSLC® classes are given a free Practical English and Mathematics textbook. The PMO, through the local distributors of publishers Nelson Thornes, arranged for the distribution of these textbooks to participating SCIs in Dominica, St Vincent and the Grenadines and Grenada. 8. The programme recorded its first registrants for the 2014 CCSLC® June Examinations. The results from the examination have been very encouraging, with a high number of students achieving the mastery level. 9. The Marketing Agency, Acute Vision Inc (AV):
The Champions chosen represent a cross-section of public figures including entertainers, sports, radio and television personalities and other successful role models. The Champions’ participation in this initiative will include endorsement of the programme and the sharing of information about the opportunities it provides to the young people in their various territories. 10.
