The year under review saw the Registrar, as Chief Executive of the Council, carrying a very busy schedule of regional and international engagements. The opportunities were used to promote the work of the Council, maintain and build relationships with policy makers and other stakeholders.

JANUARY 25 - 31 ST LUCIA

The Registrar travelled to St Lucia for stakeholder meetings. He met with:

  • Dr the Honourable Robert Lewis, Minister of Education, Human Resource Development and Labour,
  • Honourable Dr James Fletcher, Minister of Public Service, Sustainable Development, Energy, Science and Technology,
  • Cabinet Ministers and Parliamentary Opposition.

    He also delivered the 2012 Sir Arthur Lewis Nobel Laureate Memorial Lecture on 26 January, entitled “St Lucia – Survival Options.”

    He also made a presentation on Notesmaster.

FEBRUARY 13 – 16 JAMAICA

The Registrar met with Honourable Reverend Ronald Thwaites, Minister of Education. Meetings were also held with staff at the Western Zone Office.

FEBRUARY 20-24 ST LUCIA

The Registrar delivered the keynote address at a symposium sponsored by the St Joseph’s Convent, St Lucia entitled “Empowering the 21st Century Teacher.”

FEBRUARY 28– 3 MARCH USA

The Registrar along with Michelle Stephens, AR (CSBD) visited Rosetta Stone Headquarters in Virginia, USA and held meetings with its principals.

They also met representatives of the Inter-American Development Bank (IDB) in Washington DC regarding a funding proposal submitted by CXC.

MARCH 4 – 7 THAILAND

The Registrar attended an Executive Meeting of the International Association for Educational Assessment (IAEA).

MARCH 18 – 24 JAMAICA

The Registrar visited Jamaica for several engagements:

  • Met with the Minister of Education,
  • Spoke at a regional education stakeholders’ conference hosted by CXC,
  • Delivered the keynote address at the Mico University College on the topic “Assessing 21st Century Skills: A Regional Agenda”.

MARCH 27 – 31 TRINIDAD AND TOBAGO

The Registrar met with Dr the Honourable Tim Gopeesingh, Minister of Education and senior members of staff at the Ministry to discuss proposed changes to the TTSEA.

The Registrar met with Mr Bevil Wooding and other Congress WBN executives. CXC and Congress WBN signed an MOU aimed at developing strategies and policies to further ICT use in schools.

The Registrar participated in the Distinguish Leadership and Innovation Conference at the Arthur Lok Jack Graduate School of Business, UWI St Augustine Campus on 29 March.

MAY 1 – 5 ST LUCIA

The Registrar delivered a keynote address at the St Lucia Country Conference on 2nd May. The conference was sponsored by UWI-Open Campus St Lucia. The theme of the conference was “Information Sharing for Sustainable Development” and was part of a series of multi-disciplinary conferences initiated by UWI to stimulate and highlight research in the territories without a fixed campus.

MAY 9 - 20 CHINA

Dr Jules attended the 3rd International Congress on Technical and Vocational Education and Training (TVET) and presented a paper on “Promoting the Attractiveness of TVET in the Context of Secondary Education Reform.”

MAY 22 ST KITTS AND NEVIS

Dr Jules attended the 6th Biennial Caribbean Environmental Forum and Exhibition hosted by the Caribbean Environmental Health Institute and delivered an address at the Plenary session on 22nd May on the subject “the Green Economy and How We Are Preparing Our Work Force”. The focus of this biennial event is to foster synergies in terms of a cross or multi-sectoral approach to sustainable development issues, promote networking and provide training.

MAY 23 - 24

Dr Jules and Dr Gordon Harewood AR(EDPD) attended the OECS Ministers of Education Meeting.

MAY 28 – 1 JUNE VIRGIN ISLANDS, UK

Dr Jules and Dr Gordon Harewood AR(EDPD) attended meetings with Honourable Myron Walwyn, Minister of Education and other ministry officials to discuss utilizing CXC examinations (CSEC) as the terminal benchmark for secondary schools. They met with:

  • Secondary school principals and education officers,
  • TVET consultant and the education officer for TVET,
  • Virgin Islands Teachers Union Executive,
  • Leader of the Opposition and Opposition Parliamentarians,
  • Forms 4 and 5 teachers,
  • Residents of Tortola and Virgin Gorda at public town hall meetings.

The team also paid a courtesy call on the Acting Premier of the Virgin Islands.

JUNE 18 - 19 JAMAICA

Dr Jules was a panelist on the skills and employability panel at the World Bank/CDB/IDB Caribbean Growth Forum. He spoke about the innovations in education that are taking place in the CXC to align the outcomes measured to competencies relevant to the labour market.

JULY 7 ST LUCIA

Dr Jules delivered the feature address at the St Mary’s College (his Alma Mater) 2012 graduation.

JULY 8 - 14 GUYANA

The Registrar and Pro-Registrar attended the meetings of COHSOD.

They also met with the Minister of Education and the technical team from the Ministry of Education.

AUGUST 15 - 17 GUYANA

Dr Jules and a CXC team visited Guyana for the official release of the May/June examinations results.

AUGUST 18 – 2 SEPTEMBER UK AND MAURITIUS

Dr Jules held meetings with the Council’s security printers.

Dr Jules attended and presented at the 18th Commonwealth Education Ministers Meeting. He presented a paper at the Youth Forum entitled Sharing Visions for Education in the Future and was one of the adjudicators at the third adjudication for the Commonwealth Education Good Practice Awards.

SEPTEMBER 4 - 8 JAMAICA

Dr Jules led a CXC team to the meeting of Attorneys General from the CXC Participating Territories held on 5th September to discuss the Revisions to the Agreement Establishing the Council.

Dr Jules and the Pro-Registrar met with Honourable Portia Simpson Miller, Prime Minister of Jamaica on 5th September and Reverend Honourable Ronald Thwaites, Minister of Education Honourable on 7th September.

SEPTEMBER 10 - 24 KAZAKHSTAN

Dr Jules together with Pro-Registrar and Mrs Benita Byer AR – (EDPD) attended the 38th Annual International Association for Educational Assessment (IAEA) Meeting.

OCTOBER 4 - 6 ANTIGUA AND BARBUDA

Dr Jules, Ms Michelle Stephens, AR (CSBD) and Mr Rodney Payne, SAR (ISD) attended the Eastern Caribbean Telecommunications Authority (ECTEL) Council meeting. Dr Jules made a presentation on CXC ICT initiatives.

OCTOBER 8 - 10 TRINIDAD AND TOBAGO

Dr Jules participated in the Sagicor National STEM Awareness.

Campaign where he participated in panel discussions and visited schools.

OCTOBER 25 BARBADOS

Dr Jules was the featured speaker in the lunchtime lecture series at the Frank Collymore Hall, hosted by the UWI-Open Campus. He spoke on the topic: “The Challenges of Education in the Contemporary Caribbean”.

NOVEMBER 7 – 10 BAHAMAS

Dr Jules met with Honourable Jerome Fitzgerald, Minister of Education, Science and Technology, Bahamas to promote CXC in Bahamas and present the CXC vision to the Minister and members of the education team.

NOVEMBER 12 - 14 ANTIGUA AND BARBUDA

Dr Jules and AR (CSBD) participated in the ICT Fest in Antigua Barbuda. CXC and the Notesmaster team conducted teacher and student training during the event.

NOVEMBER 15 - 17 GRENADA

Dr Jules delivered the evening public lecture sponsored by the St George’s University in Grenada. The title of his address was “Responding to Global Currents – CXC and the Re-shaping of Caribbean Education.”

DECEMBER 1 ST KITTS AND NEVIS

Dr Jules delivered the feature address at the Fitzroy Bryant College’s graduation ceremony on 1 December.
